Frequently Asked Questions
To implement the project, the loan applicant may enter into a contract with contractors listed on the Contractor (Supplier) Registration List, or with other contractors not included in the registration list - meaning that the activities specified in the Call for Proposals can also be carried out without registration.
Registration to the Contractor (Supplier) Registration List of the Home Renovation Program can be initiated by completing the registration form and declaration available at the website operated by ÉMI Nonprofit Ltd.: ofp.emi.hu.
In the case of a positive evaluation, the business is immediately added to the Registration List, from which it becomes selectable by residential clients.
A contractor (supplier) listed on the Contractor (Supplier) Registration List maintained by ÉMI Nonprofit Ltd. is eligible to receive a supplier advance exceeding 50% of the funding amount under the Home Renovation Program.
Additionally, by registering, the business becomes visible to program participants, who can select from the published list based on geographic location and the activities offered by the registered company.
Only in the case of registration as a business assuming an integrator role is it required. It is not necessary for businesses registering as specialized contractors or general contractors.
For an integrator role, it is a prerequisite that the company must have at least one specialist with a valid Energy Certificate Expert (TÉ) qualification under any form of legal relationship in order to perform energy certification activities.
Furthermore, a business taking on the role of integrator must declare that it has an appropriate number of TÉ-qualified experts based on the number of committed construction projects or implementation contracts. (See: Contractor Registration Call, Section 2.2.)
“Employment in any form of legal relationship” refers to employment based on an employment contract, a service contract or a subcontractor agreement.
The primary eligibility criterion for registration is that the business must have the relevant TEÁOR code in its business activities at least one year prior to the registration. If this requirement is not met, the business cannot register for that activity.
If the business has the relevant TEÁOR activity in its business scope, it is eligible to perform that activity and issue invoices for the work completed.
Therefore, eligibility cannot be fulfilled through the involvement of a subcontractor.
Yes, it is possible to involve subcontractor(s) to perform contractor tasks; however, the registering business must still meet the TEÁOR requirements outlined in Section 2.1, point f) of the Eligibility Criteria.
The contractor registration form includes a section for providing references, where the business demonstrates its experience by submitting information about previous references related to the activities it intends to undertake. This information can be verified by ÉMI Nonprofit Ltd. In addition to providing reference details, it is possible, but not required, to attach photos and/or reference certificates. The registering business is not obligated to prepare separate documentation for this purpose.
There is no registration platform specifically for businesses that only perform energy certifications, so registration is not possible in this case.
Yes, as long as your business registers as a contractor on the ofp.emi.hu platform. (The two registrations are independent of each other.)
Registration as a general contractor is only possible if the business can meet the eligibility criteria required for all specialized tasks involved in the investment.
The final Contractor (Supplier) Registration Call is available directly on the ofp.emi.hu website under the "Information, Guides" menu. The call contains the eligibility criteria and other conditions for registering as a contractor, as well as the list of documents to be attached during the registration process.

Please submit a request in writing to kivitelezoiregisztracio@emi.hu, indicating the exact name and tax number of the business registered with the incorrect email address, asking for the deletion of your previous registration from the system. After the deletion, you will have the opportunity to initiate a new registration on the ofp.emi.hu website with the correct information.
In the Home Renovation Program, the mandatory KEHOP Plus_4.1.8_24_ML153U_Budget_and_Statements or KEHOP Plus_4.1.7_24_ML153U_Budget_and_Statements files automatically generate the contractor agreement between the loan applicant and the contractor.
We would like to inform you that contracts signed before January 1, 2025—based on the previously valid "Contract for Contractors in the ‘Home Renovation Program for Residential Energy Efficiency Investments (RRF-REP-10.13.1-24)’" template—will remain valid.
A power of attorney and its submission are only required if someone other than the company's official representative is acting on behalf of the company in submitting the Contractor (Supplier) Registration Application.
If the official representative is acting, please select the option "No power of attorney, the company's official representative is acting during registration."
Deficiency submissions are made through the platform accessed via the link in the letter requesting the supplementary documents. If our supplementary request letter asks for documentation to be attached via email, please send the document(s) to the designated email address, kivitelezoiregisztracio@emi.hu, including the registering business's name, tax number, and special registration ID.
According to point o) of Section 2.1) of the Registration Call:
“The registering contractor must have at least three references completed within the last two years in the relevant field. The references are provided based on the contractor’s statement in the data form, including the following details: client’s name, phone contact, email address, contract value, duration, and technical content.”
The call does not include any further restrictions regarding the references, meaning that not only previous home renovation references but also any other references that meet the above criteria are acceptable for the selected investment element.
Additionally, please note that the "last two years" in relation to the references refers to the last two completed business years.
Whether you are eligible to register your business in the Program is primarily not determined by the related qualifications (masonry specialist), but by whether your business has the required TEÁOR code for the specific investment element in the relevant field of activity, as listed in the tables of points i. – iii. of Section 2.1 Eligibility Criteria of the Contractor Registration Call. This TEÁOR code must have been registered at least one calendar year before the registration and must still be listed among your business activities at the time of registration. (If multiple activities are listed, the condition must be valid for at least one of them.)
It is important that you complete your registration in accordance with your business’s capacities and qualifications.
In this case, you have likely entered an incorrect chamber identification number during the registration process. As mentioned in the guide below the field on the registration platform ("Contractor registration number (KIVREG)"), the correct format for the chamber registration number is 00A00000 or 00B00000 (0 = digit, so 2 digits, followed by an A or B letter, and 5 digits).
On the registration platform, at this point, in the sentence “The comparison of the KIVREG number provided on the registration form with the Chamber Registration System’s records”, clicking on the linked reference (in blue and underlined) will open the Hungarian Chamber of Commerce and Industry’s website, specifically the Chamber Registration System page. Here, by entering the tax number of the business to be registered in the "Search for Contractor" section under "Tax number main number", and selecting "active contractors" under "Scope" at the bottom of the page, followed by clicking on the "Search" button, the business (if previously registered with the Chamber) will appear in the results. The 8-digit chamber registration number that needs to be provided during registration is located in the first row under the business name.

You can modify your existing registration details at any time by submitting a data modification request.
This must be done through an official request signed in accordance with company procedures (which includes the exact name, tax number, and the special identifier received during the contractor registration). In this request, you must specify which data needs to be modified regarding your existing registration.
It is important to clearly and precisely specify which data in your registration needs to be modified, and at which point in the registration.
When formulating the modification request, please ensure that it is clear and precise, in accordance with the provisions outlined in the Contractor (Supplier) Registration Call.

If the modification concerns the activities to be undertaken (e.g., if not all the TEÁOR numbers of the activities to be undertaken were included during registration), please specify the exact name(s) of the activity(ies) to be newly added (using the exact terminology as per the "Home Renovation Program" Contractor (Supplier) Registration Call) and provide the TEÁOR code(s) in the request. Additionally, you need to confirm that the registered company meets the requirements specified in the 2.1) Eligibility criteria section of the Contractor Registration Call for the new activity(ies) to be added.
If the modification involves a six-digit TEÁOR code, please note that when selecting the six-digit TEÁOR code during registration on the registration platform, you will make the following statement: "I declare that my company actually performs the following activity, is actively engaged in it, and I undertake to register this in the system of the Hungarian Chamber of Commerce and Industry."
Therefore, if the modification concerns a six-digit TEÁOR code, please ensure to make the statement mentioned above in your modification request. Additionally, if the chosen sub-activity (six-digit TEÁOR code) is not yet listed in the "Activities" section of the Hungarian Chamber of Commerce and Industry's Chamber Registration System for the registered company, please ensure to add it as soon as possible.
- If the modification concerns the territorial scope of work, specifically regarding the counties and districts you have undertaken, please list the newly added or to be removed counties and the corresponding districts for each county in detail in the letter.

If the modification request concerns the phone number or email address, please specify exactly which section of your registration requires the modification. This is necessary because phone numbers and email addresses can be provided in multiple sections of the registration form (e.g., official representative's details, contact person's details, public database displayed information).
Please ensure that your modification request clearly indicates which section of the registration form the phone number/email address needs to be changed.
The modification request, prepared as described above and signed by the company, must be sent to the email address kivitelezoiregisztracio@emi.hu.
Based on the properly prepared request, after verifying the newly provided data, we will implement the requested modification(s) on the registration platform, and we will notify the contact person via email.
If it turns out that you provided incorrect or erroneous data during the deficiency submission, please notify our Customer Service via email at kivitelezoiregisztracio@emi.hu, indicating your registration ID (which consists of five letters and five digits) that you received during the registration process. Based on your email, you will receive a new request for deficiency submission, in which we will ask you to correct the incorrect data.
If you have the "zero" tax certificate issued by the NAV, please send your tax certificate to the email address kivitelezoiregisztracio@emi.hu, indicating your registration ID, which consists of five letters and five digits.
You have the option to request a new password under the "Password Reminder" section. When you request a password reminder through the registration page, the system will generate a new, special (secure) password for you each time. The password generated by the system cannot be changed, as this is a security measure. You can only log in to the registration platform using the last password generated by the system.
If you are still unable to recover the lost password, please send a written request, including the exact name of the registered company, its tax number, and the special identification number received during registration, along with a company signature, to kivitelezoiregisztracio@emi.hu, requesting the deletion of your previous registration from the system.
Once the deletion is completed, we will notify you via email. Afterwards, you will be able to initiate a new registration on the ofp.emi.hu website.
You can find the chamber registration number (KIVREG number) required for registration on the Hungarian Chamber of Commerce and Industry website.
Here, in the "Search for Contractor" section, under "Tax Number Base Number," enter the tax number of the company to be registered. Then, at the bottom of the page, in the "Scope" section, select "active contractors" and click the "Search" button. The company will appear in the results. The 8-digit chamber registration number (in the format: 00A00000 or 00B00000 /0=digit, meaning 2 digits, one A or B letter, and 5 digits/) will be listed under the company's name in the first row. This is the number you need to provide during registration.

According to point f) of Section 2.1 Eligibility Requirements of the Contractor Registration Call:
"It is required that, in relation to the business activities, the following TEÁOR code (column 1) has been registered in the company's activity list based on the valid company extract (or for sole proprietors, based on the register of individual entrepreneurs) at least one calendar year prior to this registration and is also listed among the activities at the time of registration. (In the case of multiple activities, the condition must apply to at least one of them.)"
According to the above point:
- The four-digit TEÁOR codes related to the activities undertaken must be listed in the valid company extract of the registered business (or, in the case of a sole proprietor, in the register of individual entrepreneurs).
- Regarding the four-digit TEÁOR codes, it is required that the specific TEÁOR activity has been listed in the company extract for at least one calendar year prior to the registration.
Regarding the six-digit TEÁOR codes, in the relevant section of the registration platform, you must declare the following:
"I declare that my business actually performs the following activity, continues it in practice, and I undertake to record this in the system of the Hungarian Chamber of Commerce and Industry."
Therefore, if the business is actually engaged in the activity identified by the six-digit TEÁOR code, you must select "yes" in this section of the registration platform. Based on this, you will be eligible for contractor registration and will have the opportunity to immediately add the six-digit TEÁOR code to your business activities in the Hungarian Chamber of Commerce and Industry’s Chamber Registration System after the registration (https://mkik.hu/altalanos-tajekoztato-2).
The above rule applies to both individual and corporate business registrants.
After a rejected registration, if the reason for the rejection has been resolved, you have the opportunity to submit a new registration on the ofp.emi.hu website.
According to point f) of Section 2.1 Eligibility Requirements of the Contractor Registration Call:
"It is required that, in relation to the business activities, the following TEÁOR code (column 1) has been registered in the company's activity list based on the valid company extract (or, in the case of a sole proprietor, based on the register of individual entrepreneurs) at least one calendar year prior to this registration and is also listed among the activities at the time of registration. (In the case of multiple activities, the condition must apply to at least one of them.)"
The above point applies to the registering business, meaning that the eligibility requirements related to the TEÁOR codes in point f) of Section 2.1 of the Call can only be fulfilled by the registering business itself, not through subcontractors. Therefore, as a general contractor, you are not eligible to register, only as a specialized contractor.
You can request the technical deletion of your registration in the Contractor (Supplier) Registration List if you registered with an incorrect email address (e.g., there was a typo in the email address used for registration) and you have not received the confirmation email in your inbox.
In this case, you need to request the deletion by email at kivitelezoiregisztracio@emi.hu, providing the exact name and tax number of the company registered with the incorrect email address. After the deletion, you will have the opportunity to initiate a new registration on the ofp.emi.hu website with the correct email address.
You can request the archiving of your registration listed in the Contractor (Supplier) Registration List if your business's registration has already been submitted through the registration portal (i.e. it has been submitted, is under supplementary information review, or has been accepted, and you have a registration ID), but a decision has been made that you no longer wish to participate as a registered contractor in the Home Renovation Program.
In this case, you can initiate the archiving of your registration through a request signed on behalf of the company, which must include the registered business name, tax number, and the five-letter and five-digit registration ID. The archiving request must be sent to the email address kivitelezoiregisztracio@emi.hu.
