Technical Assessment are documents providing information on the assessment of the performance of certain, mainly new and innovative construction products in relation to their essential characteristics. One group is the National Technical Assessments valid in Hungary (NMÉ), and another is the European Technical Assessment (ETA), which may be used throughout the European Union.
A National Technical Assessment is a document for a given construction product that is valid in Hungary, and it is one of the documents which can form a basis of a declaration of performance.
In accordance with 275/2013. (VII.16.) Government Decree, with the exceptions set out in section 7 of the Government Decree, a construction product can only be built into a construction work if its performance is declared by a declaration of performance. It is important to know, that the National Technical Assessment on its own is not enough to issue a declaration of performance. Initial type testing and in some certain cases certificate of constancy of product performance or factory production control are also necessary.

The ÉMI Nonprofit Kft, as a Technical Assessment Body (TAB), carries out its activity in relation to issuing National Technical Assessments based on the designation of the Hungarian Trade Licensing Office and the approval of the European Commission.

A European Technical Assessment is a document relating to a specific construction product that is valid in the whole European Union. This is a voluntary document regulated by Regulation 305/2011/EU and it is one of the documents on which a declaration of performance can be based. A European Technical Assessment can be issued for a construction product if it is not covered or not fully covered by a harmonised European standard (hEN).
After issuing a European Technical Assessment, carrying out the determination of the product-type and, where appropriate, issuing a product certificate or factory production control certificate, the manufacturer can place the CE marking on the construction product by which it can be put on the market in the whole European Union. Although construction products covered by an ETA and labelled with CE marking can be placed on the market freely, they can be installed into such construction works where they fulfil the relevant national requirements (e.g. fire, thermal, acoustic, etc.).

A European Technical Assessment can be issued by a Technical Assessment Body which is member of EOTA. ÉMI Nonprofit Kft., as a designated Technical Assessment Body (TAB) and full member of EOTA, is authorised to issue European Technical Assessments.
Issuing of European Technical Assessments is possible based on European Assessment Documents (EAD) or ETAGs (European Technical Approval Guideline) which can be used as EADs.
